City Commission Approves Neighborhood Revitalization Plan

The Concordia City Commission met on the evening of January 7 to hold a regular meeting at City Hall.

At 5:30 PM, the meeting began with the Commission accepting two proclamations from DVACK declaring January to be Human Trafficking Awareness Month and Stalking Awareness Month. 

The Commission then moved on to the public hearing portion of the meeting, opening the floor for anyone with questions or comments about the proposed Neighborhood Revitalization Plan to share them with the commissioners, as well as Tim Beims, Executive Director of CloudCorp. No comments or questions were made during the hearing. 

The Commission then moved to the action agenda, approving the following items:

• Ordinance 2026-3242 – Neighborhood Revitalization Plan. The purpose of the Neighborhood Revitalization Plan for Cloud County, Kansas, 2026, is to provide incentives to increase the property tax base in the County to support the local economic health and quality of life. By encouraging and supporting investments in business property and housing, this Plan strengthens the local economy and the tax base, encouraging people to start businesses, expand existing businesses and improve the quality of the housing stock in Cloud County
• Neighborhood Revitalization Plan Interlocal Agreement
• Minutes of the December 17, 2025 meeting
• Appropriation Ordinance #24 – a zoning change for Lots 1 and 2, Block C of St. Joseph’s Subdivision to develop the lots for attached single family dwellings
• Ordinance 2026-3243 – Changing the zoning classification of certain specifically described property in the city of Concordia, Kansas, and ordering the official city zoning district map to be changed to reflect such amendments for Lots 1 and 2, Block C, of St. Joseph’s Subdivision
• Board of Zoning Appeals Appointments – Reappointing Tammy Britt, Jordan Budreau and Mark Paul to another term on the Board of Zoning Appeals
• Ambulance Service Contracts 2 Townships – An agreement between the Concordia Fire & EMS, Clyde Ambulance, Clay County EMS, and Minneapolis EMS to provide coverage to the area previously covered by the Miltonvale EMS before ended its services. The agreement will add an estimated additional 6 calls per year to the Concordia Fire & EMS.
• Lien Documents for 429 W. 8th St. The City intends to construct a new home on the vacant lot at 429 W. 8th Street as part of the Concordia MIH Project – Infill Lots. This lot was acquired by eminent domain on December 30, 2024 and is owned by the Concordia Land Bank. Because the Land Bank owns the property, City and Land Bank consent to a mortgage lien encumbering the property is required as Oman Custom Construction, who has been contracted as the builder, is seeking to obtain construction loan funds from Central National Bank.

In City Manager/Staff/Commissioner Reports, it was shared that the recent holiday program to help members of the community pay their water bills has concluded. $1,500 was needed to cover all balances and the community donated $1,200, with a final donor paying for the remaining amount needed.  

The City Commission then held an executive session from 6:06 PM to 6:16 PM with City Manager Amy Lange, City Attorney Justin Ferrell, and Police Chief Brent Gering. No action was taken.

With nothing left on the agenda, the meeting adjourned at 6:17 PM
